For which skin types does the YAG laser work?

The reason for this is that the hair roots in question lie very deep in darker hairs and not every laser can reach these deep layers of skin. So how exactly does it work? The Nd:Yag laser works with a wavelength of 1064 nm, with which the energy penetrates 4-5 mm deep into the skin.
